Held a Committee of the Whole Meeting at 3:00 p.m. for the purpose of Code of Conduct and Procedure By-Law review.

Reported out of the closed meeting. Sarnia City Council met in closed session to discuss the following matters:

  • Direction to staff regarding instructions to be applied to negotiations regarding the proposed sale of the Bayside Mall Lands.
  • Direction to staff in response to advice pertaining to potential litigation that is subject to solicitor-client privilege.
  • Direction to staff regarding instructions to be applied to negotiations regarding an agreement affecting the Progressive Auto Sales Arena.
  • Direction to staff regarding negotiations with respect to the naming of municipal facilities.

Heard the following delegations:

  1. Robert Bazinet regarding boulevard maintenance; and
  2. Nick Monsour regarding speeding and enforcement.

Approved the following financial commitments:

  • Accepted the proposal by BDO Canada LLP in the amount of $218,809 (including non-rebateable HST), for the financial audit services over the next 5 years;
  • Accepted the tender by Sevcon Paving in the amount of $96,468 (including non-rebateable HST), for standby service and as required winter maintenance support services;
  • Accepted the tender by Ultraguard Security Systems in the amount of $248,020 (including non-rebateable HST), for alarm system monitoring and repair services for 5 years;
  • Authorized a short term lease agreement from October 1 – 31, 2019 with Seasons Retirement Communities for space at the Bayside Mall for the purpose of Sarnia Fire Rescue Services training at no cost;
  • Approved the lease with KS Lambton Mall Inc. allowing Sarnia Police Service to install, operate, and maintain a radio tower and radio equipment on Cushman Wakefield premises at a monthly cost of $500 plus tax (including non-rebatable HST).

Amended the Traffic and Parking By-Law:

  • “No Parking Anytime” on the north paved shoulder from Murphy Road to Mater Drive on Lakeshore Road; and
  • Removed “No Parking 8 a.m. – 5 p.m. on School Days” on Stuart Street.

Amended the Streets By-Law to update the sidewalk snow plowing route.

  • By modifying the route layouts staff were able to identify an opportunity to maintain an additional 16 km of sidewalks utilizing the same level of resources. The proposed changes allow for maintenance of 168 km of the total 331.5 km of sidewalks within the City.

Endorsed the following Investing in Canada Infrastructure Program application:

  • Rehabilitation and Renovation Category: the development of a gymnasium at the Strangway Community Centre.

Deferred the following Investing in Canada Infrastructure Program application to the next regular meeting:

  • Multi-Purpose Category: the redevelopment of Germain Arena to an indoor multi-purpose facility and the decommissioning of Jackson Outdoor Pool and development of an outdoor splash pad.

Directed staff to study the parking patterns on Maria Street and Essex Street between Russell and MacKenzie Streets and consider alternative on-street parking solutions and report back.

Directed staff to investigate a complaint regarding lighting at Derby Lane and Front Street North.

Directed staff to report on by-law changes to limit the number of payday lender companies in the community, without impacting existing shops.

Directed staff to advance maintenance of a section of sidewalk at 125 College Avenue South.

The next Regular Council Meeting will be held at 4:00 p.m. on Monday, October 28, 2019.
